Capacity development is a very complex endeavour: the constraints are not related simply to lack of skills but to an intricate web of factors, constituted for instance of ineffective use of staff, counterproductive incentives, absence of leadership and weakness of internal and external monitoring systems.

Capacity development demands that attention be given to organizational development and change, in addition to strengthening individual skills. This demands, for instance, improving staff monitoring and evaluation, creating incentives which are sources of motivation and can guide individual officers towards common goals or developing a common vision about the role of the Ministry. In many countries, reforms may also be needed in the management of the public service, while in others arguably the civil society needs to be strengthened so that demand for better performance is more forcefully expressed. This synthesis paper ends with an overview of strategies which international organizations can implement and with a set of principles which can guide all actors.
