This book examines the impact of HIV/AIDS on education, in particular in sub-SaharanAfrican countries. It looks at the situation at both macro and micro levels, and empha-sizes the need to react quickly and to institutionalize the response of education systemsto the negative consequences of the pandemic.Drawing on the experience of a few country studies in sub-Saharan Africa, the firstpart of the book discusses the practicability of implementing a range of indicators formonitoring the impact of HIV/AIDS on the education sector, specifically on the demandfor, supply of, and management and quality of education at all levels. It underlines thedifficulties of assessing and monitoring the impact on demand, supply and quality,given the poor state of the EMIS in many of the worst-affected countries in Africa.The second part focuses on the essential role that the education system has to playin preventing the expansion and/or mitigating the impact of the epidemic. A range ofresponses are developed here, drawing on the experiences of various national andinternational organizations. This part also presents an overview of the education sys-tems in several countries of sub-Saharan Africa that have attempted programmes toimpart life skills to children and young people. It discusses what would be involved ininstitutionalizing a response to HIV/AIDS, how to implement such a programme, andwhat should be the relevant process indicators. It finally considers the problems of eva-luating such programmes, in light of the difficulties of assessing cost-effectiveness.
