This monograph gives an account of the progress achieved in, and the problems and criticisms directed at, foreign aid for developing countries in the field of education. It offers suggestions for increasing the effectiveness of the process of international assistance. The author begins with a description of international educational development in the 1960's and 1970's. The booklet documents the present flow of financial assistance by examining not only the assistance distribution and type but also the aid administering agencies. Some of the problems and difficulties inherent in current educational assistance considered here include the fundamental questioning of the value of educational assistance, operational difficulties faced by the aid agencies, and organizational problems in the aid chain. The author suggests strategies and criteria, as well as measures of redeployment, in the planning of educational assistance.
